介護保険事業の原点を考えましょう
25 10 2006制度改正対応の限界
2006年4月、「介護保険制度改正」が行われました。
この内容に大きな影響を受けた事業所さん、僅かな影響でほっと一息ついている事業所さん、逆にプラスに転じた事業所さん…、各々それぞれの事情があり、その対応に追われていることと思います。
制度改正直前になると、
「次回の改正内容の情報はないですか？」
というご相談や、
「次の改正を見越して打つべき手は何でしょうか？」
という類のご相談が激増しますが…、
そもそも「制度改正」は、その時々の行政の事情に合わせて行われるものであり、首尾一貫しているものではありませんので、改正内容を受けて、それに準じたサービスを開始する、設備投資をするというのは非常にリスクが伴います。
なぜならば、次の改正で同じ報酬が約束されるとは限らないからです。
また、今回のように骨子についてはかなり前から出回っていたものの、正式に発表された時期が直前だった場合などでは、事前情報段階で動き、正式に発表された内容が事前情報と違っていた…、というリスクも考えられ、それが事業所に致命傷を与えてしまう可能性も「ゼロ」ではありません。
従いまして、今後、「高齢者世代」が増え続け「現役世代」が減少する訳ですから、今回の改正に限らず「給付費抑制」の方向は変らないと思われますので、「制度改正に振り回され続ける経営」を行っている事業所さんは、まず「考え方」から改めないといけない時期に差しかかったと言えるでしょう。
